Project Management
 

Chesapeake Consulting Government Services Practice helps clients utilize assigned resources effectively to plan and monitor projects so that they are completed on time, within budget, and at the desired performance level.  We initiate this process by working with clients to identify each project’s Critical Chain, the longest route through a project network considering both task relationships and constraints imposed by resource contention.  Strategic time buffers are inserted in the network to ensure project completion success.  This methodology, successful in both single project and multiple project environments, minimizes the need for continuous reporting, provides a way of identifying problems early, and significantly reduces the stress level among project team members.  We can help with any phase of a project or, if desired by the client, we can also manage an entire project from conception to successful completion.

  

Information Systems Security 

We support customers’ efforts to implement and/or improve Information Systems Security (ISS) for existing systems and for new systems.  This is accomplished by analyzing the system and working with the client to develop a risk assessment that takes into account the criticality of the assets, the value of the assets, and the likelihood of security breaches.  Once the level of acceptable risk is determined, we help select controls that will reduce risk to an acceptable level.  The Government Services Practice then develops an ISS Plan in accordance with national and client guidelines that becomes a component of the client’s security policy.  The Government Services Practice can accomplish any one of the steps necessary for implementation of a successful ISS program or we can manage an entire ISS effort, to include internal agency coordination, preparation of contractual ISS requirements, and development of internal ISS procedures.  We can also examine existing ISS programs and procedures to determine compliance with appropriate guidelines and with generally accepted security practices.
  

Theory of Constraints, Lean, Education, and Implementation

The Government Services Practice understands that knowledge of how systems work is the key to discovering how to improve the performance of those systems.  We work with clients, either through formal training sessions or in one-on-one situations, to determine the three elements of their system that are common to all systems – its finite capacity, its variability, and its dependencies.  Using both Theory of Constraints (TOC) and Lean practices we then analyze and focus the value stream so that everything from product development to sales and service benefit from the removal of actions that do not create value.  Actions that do create value, on the other hand, continue as pulled by the customer.  The Chesapeake Government Services Practice can provide TOC and Lean education.  We can also work with clients to help define goals and measurements and to guide their implementation teams through the improvement process.  If desired, Chesapeake can also manage the entire improvement process from conception through successful completion. 

  

Project Planning 

The Government Services Practice works with clients to determine how best to initiate, sustain, and terminate their projects.  We help the project manager plan the effective use of his resources, identify and critically examine the relationship of the tasks necessary for accomplishment of the project, estimate project durations, and produce a map to the project’s destination.  We can also help formulate a proposal or develop a more formal project plan if it is needed.

Project managers often find themselves short of the resources necessary to complete a project on schedule.  Chesapeake Consulting's Government Services Practice can help by providing experts in project management, project planning, information system security, Lean manufacturing, Lean and Theory of Constraint practices, instruction, manufacturing plant management, value chain management, Synchronous Flow principles, and other disciplines related to project management.
