JOHN COVINGTON

Founder & President

John Covington is a sought-after speaker on leadership, the holistic approach to bottom-line improvement, Theory of Constraints, Lean manufacturing methods, and productivity improvement.
John founded Chesapeake Consulting, Inc. in 1988 for the purpose of making a real and positive difference to client companies and to the world. He also aimed to create a firm in which intelligent, knowledgeable people could work unshackled by policies that hampered their exercise of wisdom, judgment, creativity and generosity to the benefit of its customers. Over the years, he has assembled a team of highly skilled consultants with diverse educational backgrounds, real world management experience, and holistic understanding of complex organizations to deliver powerful results to struggling manufacturing companies, nonprofits and government agencies.  John has led strategic improvement efforts in a variety of industries including chemical, furniture, first tier automotive, aerospace and printing. Many customers have been working with John and Chesapeake for nearly two decades. Before founding Chesapeake Consulting, John held engineering, management and executive positions with Dupont, Stauffer Chemicals and Sherwin-Williams. He is a Distinguished Fellow of both the College of Engineering and the Department of Chemical and Biological Engineering at his alma mater, and also sits on the Dean’s Leadership Council. John did undergraduate work at the U.S. Naval Academy and earned his B.S. degree in Chemical Engineering at the University of Alabama.

KEVIN HOOVER

Principal

Kevin Hoover's strengths are in requirements development, planning, tracking, analyzing and reporting government projects. He has specific skills and experience in requirements management using the Dynamic Object Oriented Requirements Systems (DOORS), Work Breakdown Structures, budget preparation, and the validation of projects through cost/schedule baseline assurance. Since joining Chesapeake in 2002, Kevin has completed the FAA's Introduction to the Acquisition Management System, Requirements Analysis & Development Workshop, and National Air Space Enterprise Architecture Training certifications. He earned both his B.S. in marketing and his Masters of General Administration in Applied Management at the University of Maryland. Clients appreciate his attention to detail, his insistence on adhering to deadlines and his timely, accurate reports.

JOE CLOSS

Principal

Joe Closs earned his bachelor's degree in Physics from the College of the Holy Cross, and his master's degree in Physics from Carnegie Mellon University. He served the U. S. Navy as an instructor at the Naval Nuclear Power Schools in Florida and California, and as NAVSEA 08 project engineer responsible for all facets of training at the Department of Energy's land-based nuclear reactor plants. This was followed by two decades of designing, building, modernizing, repairing and disposing of complex weapon systems. He is an expert in quality systems, project management, Synchronous Flow Management, Lean manufacturing, systems engineering, modeling and simulation, statistical process control, design of experiments, and integrating information technology into enterprise efforts. He is currently supporting the Federal Aviation Adminstration in the area of Air Traffic Control Communications Services. Joe was a member of the faculty at the Defense Systems Management College. He is a Certified Information Systems Security Professional (CISSP).

CRAIG LEE

Associate

Craig Lee brings expertise to Chesapeake government clients in Program and Information Systems Security Management. He has extensive experience in requirements and risk analysis; policy development; and program acquisition. Currently he provides support to government as a program office key team management member.  Before joining Chesapeake, he was vice president of operations for an education software development company. Prior to that he held positions, including that of Deputy National Intelligence Officer for Science and Technology, in a Department of Defense agency protecting U.S. information systems. Craig holds a Bachelor's degree in Communications Management from the University of the State of New York, and a Master of Science degree in Information Management from the Defense Intelligence College in Washington, DC.

PHILIP ELDER

Principal

Philip "Bob" Elder served in the U.S. Navy retiring as an O-6.  He served the Naval Air Systems Command in a number of program management assignments at the Naval Air Propulsion Center and the Joint Cruise Missile Project Office.  He was Operations Officer of a 4500 employee aviation depot with MRO responsibilities for five aircraft models as well as engine and aircraft system components.  In his capacity as Commanding Officer of the Naval Plant Representative Office at Lockheed, he administered multiple Defense Department contracts.  In 1989 he became Director of Manufacturing & TQM at Rockwell, where he was active in promoting Theory of Constraints and the methods now known as Lean and Six Sigma.  During his career, he accumulated over 2700 hours in multi-engine aircraft and served in both maintenance and standardization assignments.  Since joining Chesapeake in 1999, Bob guided client companies in applications of Theory of Constraints, Lean, Synchronous Flow and Critical Chain Program Management methodologies.  Bob holds a bachelor’s degree in Engineering from the US Naval Academy and post-master’s degree in Aeronautical Engineering from the Naval Postgraduate School.  He is a graduate of the Defense Systems Management College as well as the Navy Aviation Safety School.

SAUNDRA BARRETT

Principal

Saundra (Sandy) V. Barrett has 30+ years experience as a director, manager, educator, and consultant in such fields as education, government services, consultative services, and telecommunications. She has been Director of Education & Development for both the Government of the District of Columbia, Office of the Chief Financial Officer and Telecommunications, Inc., a large international cable television multiple system operator.  Additionally, Saundra has worked in consultative services supporting numerous government clients and mid-sized and Fortune 500 companies; among them the Internal Revenue Service, the Federal Aviation Administration, the World Bank, the US Justice Department, Kraft Foods, Southwestern Bell, Chrysler Corporation, Northrop Grumman and Steelcase, to name a few. In addition to her government and corporate experience, Saundra has been an elementary school & college teacher, and an entrepreneur.  Ms. Barrett is a graduate of the University of Maryland, College Park and Howard University in Washington, DC.
